With economic recovery predicted "no matter who is in office" the GOP will have to convince voters that, yeah, there's been a recovery but they could have done even better!
In essence, that was their argument this year — the numbers are all up, but not as up as they should have been if not for the uncertainty of X and the certainty of Y.
In theory that will be harder if there is a recovery — but I suspect they'll find a way to do it with a straight face, esp. since I suspect that employment will still be lagging due to structural changes in the last five year.
Regardless of the facts on the ground, the article's point is that these seats are not in swing states, but red states, and that it will mean struggling against the tide there for the Dems.
