Yes, I've been known to use an occasional free sample at Costco as a way to tide over from brunch to dinner while out on weekend errands — but I try to be polite, at least feign interest in what's being served (and sometimes actually buy it), and I only take one.
I am, sadly, not surprised that some percentage of the folks who visit the sample tables at Costco (etc.) are jerks. It's not a job I'd want to take.

I've seen some pretty boorish behavior by shoppers at the free sample stations and I'm amazed at the patience of the attendants on hand.
