It's annoying that political infighting to choke back funding when it was Democratic Congress vs Bush, and when it's been a Republican Congress vs Obama will end up costing the taxpayers lots more, in escalated construction costs from delays and escalated temporary lease costs while the various agencies involved find quarters somewhere …
I'm sure there are good operational reasons for wanting more or all of these agencies grouped together physically. The supposition that all these agencies will always and forever be part of the same organization is probably a lot less certain.
