Because it's all about local control, right?

Except where money gets involved.  The State of Colorado and the oil industry successfully sued to overturn the city of Longmont's attempt to ban fracking or the storage and disposal of fracking waste within the city limits.  Only the state gets to do that — which it is declining to do.

'"While the Court appreciates the Longmont citizens' sincerely-held beliefs about risks to their health and safety," the judge wrote, while granting summary judgment in the case. "The Court does not find this is sufficient to completely devalue the State's interest."'

Because the state's interest in being oil company-friendly is apparently valued over a city's citizenry's "sincerely-held beliefs about risks to their health and safety."

Interestingly enough, there are a couple of ballot proposals being worked to actually give cities just this ability. This would seem likely to boost such efforts.
