Because the state's interest in being oil company-friendly is apparently valued over a city's citizenry's "sincerely-held beliefs about risks to their health and safety."
Interestingly enough, there are a couple of ballot proposals being worked to actually give cities just this ability. This would seem likely to boost such efforts.
