Technically it fits the definition (http://legal-dictionary.thefreedictionary.com/sedition), but since there's no sign that anyone is going to leap up and actually follow this dolt, it appears to be covered by the First Amendment (or, at least, unlikely to last on appeal to SCOTUS against sedition charges).
Probably just as well — I suspect Mr Klayman would be thrilled to be prosecuted for his speech.
