Because carrying around a gun openly doesn't do anything but make you a target for folk who (a) want to commit mayhem, and therefore will shoot you first, or (b) really like that gun you're carrying, pull out theirs first, then ask you politely for yours.
This was, fortunately, an example of (b).

Lol, I hadn't though of it like that before. That firearm was almost certainly the most valuable possession on his person.
Incompetent gun owner. To be really ready, he needed to carry the gun in his hand, loaded, hammer pulled back, and finger in the trigger guard. All the time. That way, when the mugger accosts him, or just bumps into him, or even looks at him funny, he's ready.
