Yeah, pretty much a dick move from Boehner and Netanyahu both, and indicative of both Israeli right-wing arrogance and the GOP's interest, not in policy, but in delegitimizing Obama.
Inviting the Israeli PM to speak before Congress on the subject of Iran (and, presumably, US policy toward same), without involving the White House (and, in fact keeping the planning of it explicitly secret from the Administration) is a an ugly, destructive move on their part.
