There are two Texases. One is urban and generally quite progressive (Houston has a lesbian mayor, for instance). The other is rural and gerrymandered to hell and back to deliver maximum seats to the idiots.
Unfortunately, barring a massive overturn of the system, it's not going to change.
My company has a major (in fact, its biggest, though not HQ) office in Houston, so I've been there many times.
Great food.

No, I don't think that Texas is growing because of the idiots living there.
Directly, that is. I think the economy is booming because the idiots have stripped taxes and regulation down to the bone (ignoring the non-business costs of same).
I think land is cheap because there's tons of it to sprawl on (supported by draining aquifers) and because of past real estate boom-bust cycles around oil prices.
I don't think either of those is a sustainable model.

@Aaron – Personally, I’d stay away for the sky-high uninsured rate, teen pregnancy rate, and the lack of regulation which makes things as non-safe for non-businesses as possible…but that’s just me.
