You'd think if anyone could tie up traffic legally it would be the Doctor Who team. Nope. They had 1 minute and 18 seconds to pull off the Abbey Road shot ("CLARA IS DEAD! Koo-koo-ka-joo!") before having to clear out for angry motorists.
