Do you think you might be incenting, oh, lab results that result in convictions? Maybe? And, maybe, disincenting lab results that exonerate an accused person?
That doesn't strike me as a good setting for science.

Makes sense. Why run DNA/fingerprints of Innocent people? That's wasting tax payers money.
Rather like, say, paying the Patent Office based upon the number of patents it grants.
Ooh I'm sure someone was thinking paid for performance will solve all problems. When in reality it creates nasty unintended consequences.
That coupled with the fact Republicans I have conversed with don't seem to give a crap about people that are incarcerated. They are all guilty you know! /eyeroll
