A Meta-Dispute over Trump's Understanding of the Truth

On one level, this is a discussion about a disagreement between two heads of state.

On another level, this is either (a) a US President who doesn't understand what's going on, (b) a US President who is lying, or (c) a Romanian President exploiting Trump's already-established reputation for not knowing what is going on and/or lying.

Not sure which is scariest.
