In retrospect, McConnell was talking about the House and (especially) Senate bills this year, with the days of public hearings, numbers of witnesses testifying, and open floor debate of the ACA far outstripping anything the GOP has (intentionally) done with its attempts to "Repeal and Replace."
It's almost like they don't want anyone to know what they're passing, or to give anyone a chance to criticize or make changes to it, as they try to pass it as quickly as possible.
