An interesting article on “power law” problems where, unlike the unexpected bell curve, the majority of the problems/costs are caused by a tiny minority of cases — the most hardcore homeless, the “bad apple” cops, the few really polluting cars– and how solutions to these problems are often counter-intuitive or seemingly unfair.

Very interesting stuff ***Dave, thanks for posting this. It makes me wonder what else is a power-law problem. In my own life, it occurs to me to think that the students who are unprepared for college may be a power-law problem too.
