And they have a billion-plus reasons, Avenger-wise, for doing so.
For the record, I don't see "Aquaman" as being intrinsically successful. With a good writer, director, talent, sure, but nothing about Aquaman makes him an automatic success.
OTOH, "Suicide Squad" follows a cinematic model that's usually been successful (e.g., "The Dirty Dozen" for starters). Licensing disentanglement aside, it should work just fine.
