Leaving aside that David Dreier (R-CA) is one of my least favorite US Reps, his take on the matter is non-sensical: people with expensive medical conditions shouldn't be part of the general pool, but should be part of some (subsidized? probably not) high risk pool, so that they pay (much, much) more, and we don't have to.
But remember: the GOP doesn't like "Death Panels," unless they are run by insurance companies or Congress itself deciding who can or can't get affordable care.
