Because we can't tell you how we're possibly violating a SCOTUS ruling regarding how we're tracking the movement of people because we think (or at least say we think) the people we're tracking are crooks, and thus telling you would tell them, and getting the bad guys is the most possible importantest thing we could do, even if we're breaking the law to do it, but we won't let you figure out if we are because THE CROOKS!

  1. Well, it wouldn't be proper for them to track themselves, since there's no evidence that they are doing anything wrong, because if that evidence was revealed than the criminals would know they were being tracked …
