As it suggest that the proposals before the EU parliament be “revised to ensure that security and commerce are not adversely affected”. Because, after all, TERRORISM and CHILD PORN and HUMAN TRAFFICKING and BIG BUSINESS INNOVATION AND PROSPERITY are at stake!
Of course, taken to its extreme, any privacy restrictions will possibly impact security. If the government could watch you 24×7 and have full data stores on everyone, we would quite possibly have less crime, and terrorists and other miscreants would have a more difficult time committing crime. We might not live in a world worth living in any more, but, hey, TERRORISM!
Similarly, I'm sure that some companies could prosper and make huge amounts of money if it could gather whatever it wanted about anyone and then either sell that info or make use of it themselves. Of course, what profits that company (and their ilk) might not be worth the cost to the individuals involved, but, hey, PROSPERITY!

(Note: I'm not saying that there aren't privacy concerns that might not be, net-net, onerous and pointless and difficult to work with. Having dealt with some European HR rules in my time, there can certainly be unintended, unhelpful consequences. But I have a sense those sorts of things are what are motivating US lobbying here.)
