Or, at least, bewildered why anyone would question it.
Clearly a racist and proud of it. Assume Country Commisioner is a public office – How important or powerful an office is it.
Sort of like a City Councilman, only over a broader region. County Commissioners are primarily responsible over unincorporated (non-city/town) lands; some statewide functions (property taxes. drivers licenses, etc.) may also be handled by the counties.
Not sure the size of the county that Tullahoma is part of, but it's highly rural. Having visited that town on business in the past (it's home to, among other things, a large military facility), it's not wildly shocking (though most of the folks I deal with there would understand the "joke" as declasse, at least).
