Any chance the email messages we get back about portals will start actually be different between submissions of brand-new portals vs. submissions of bad titles, pictures, descriptions? As it stands now, they are the same, which is a bit confusing.

Yesterday I received a new notification email titled : Ingress Portal Live: Portal_Name rather than the usual Re: [6-0424000000658] Portal_Name

There have been reports on Reddit that recent rejection emails are including reasons behind the rejection. I haven't had a portal candidate rejected in a couple of days, so I can't verify this first hand.
I just got one today that had the standard "Thank you for your Portal submission; unfortunately, it does not meet the criteria required for approval. Please refer to the Candidate Portal criteria article on our Help Center for further information." message.
I'm thinking more of "bad title" submissions that return a message like it was a whole new portal ("Thank you for submitting your Portal suggestion to Ingress. We will review this candidate to verify XM concentration and ensure it meets our Portal submission guidelines. After additional processing, we will send you a follow-up message about your submission. This may take a few weeks.").
Yeah, portal corrections should get a different format of form letter. Hopefully that's in the pipeline.
