Yes, someone in the CIA thought it was a really cool idea to pose as doctors doing vaccinations while collecting intel for various operations (such as nabbing Bin Ladin). Of course, they never considered that once that information became public folks who don't particularly like the US or the CIA might shun all doctors doing vaccinations (sometimes violently so), leading to … well … lots of disease and death.
But it's okay. I'm sure that the CIA promising (right now, under a particular director) that they will never, ever, ever, ever do something like that again will both magically resurrect those people who have died of preventable disease, and convince all those folk who distrust the CIA and the US that they should stop attacking vaccinators. Because that trick always works.
