The more state and local law enforcement become entangled with federal law enforcement (or the other way around), the more they can provide cover for each other, and the more they become a de facto federal law agency insofar as (lack of) accountability goes. That doesn't strike me as a positive thing, and I think it would give most folks of mainstream political stripes pause.
(As a side note, though it's only mentioned in passing: in my opinion, NDAs by public agencies with private vendors should not trump FOIA laws. That's anti-democratic and, again, can be used by the government to avoid accountability.)
