Precious snowflake Donald Trump (or, more likely, his handling team) has decided that visiting London would expose the Leader of the Free World to a lot of mean protesters that would give him a sad.
Instead, Rex Tillerson will go to open the new US embassy there. Which is fine, because his being away from the US won’t actually affect US foreign policy, because Tillerson doesn’t actually do anything to set or implement it. That’s handled by Donald Trump and Twitter.

I think his interest in the nation of Israel (and, for that matter, the Kingdom of Saudi Arabia, which is hardly Zionist) is completely opportunistic. A substantial proportion of his base is pro-Israel (for dubious reasons), and therefore he supports that cause.

Trump now claims (by Twitter, of course) that he's not going because he thinks the US got a bad deal by moving their embassy in the first place. He blamed Obama for that (even though it was Dubya who actually initiated it), and ignores that the purpose of the move was to increase security (since, as Trump is always pointing out, there are all those Muslim terrorists living in London).
I don't believe it for a second. The UK government hasn't been willing to sufficiently roll out the red carpet, and massive popular protests were predicted, so Donald decided that his ego wasn't up to the challenge.
