Wisconsin is using a big chunk of money that came in from the banks for the foreclosure settlement to … help balance a state budget shortfall. Quoth Walker:
"Just like communities and individuals have been affected, the foreclosure crisis has had an effect on the state of Wisconsin, in terms of unemployment. … This will offset that damage done to the state of Wisconsin."
So he could raise taxes and share that "damage" out among all the populace. Instead, he'll just spend some money that could have gone to the people who were hurt most by the banks' fraud. Plus, it will let him look fiscally sound because, hey, budget balanced! Classy, Scott. #ddtb
